Roger Comstock is the scion of the branch of the Comstock family known as the "Golden Comstocks." He is a college friend of Daniel Waterhouse and Isaac Newton. After the Great Fire, Roger makes shrewd investments, particularly in re-developing London, and is created Marquis of Ravenscar by Charles II. He uses some of his wealth to patronize Daniel Waterhouse's career.

In time, he becomes a leader of the newly-created Whig party and rises to prominence in Parliament, ultimately becoming a member of The CABAL, which functionally runs the government of England during the last days of Queen Anne Stuart and the first several years of King George I Hohenzollern of Hanover.
